Purpose of Classification:

The purpose of this classification is to perform a variety of skilled and semi-skilled technical and maintenance work in the operation, maintenance and repair of the wastewater treatment facilities and systems in compliance with established state and federal environmental guidelines. 

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Plant Operator Trainee:

Attends on-the-job and other training sessions to gain skills and knowledge regarding plant operations, job performance, and policies, procedures, rules and regulations: reads training materials; completes tests and skills assessments; and obtains and maintains required certifications.

Gains skills and knowledge regarding monitoring plant equipment: assists with inspecting operating equipment and observing the plant’s Supervisory Control and Data Acquisition (SCADA) system; assists with adjusting controls and processes, as necessary, for optimum performance; and assists with ensuring all plant equipment is maintained in accordance with the manufacturer’s recommendations.

Gains skills and knowledge regarding collecting and analyzing wastewater and bio-solids samples, treated effluent, and surface water: assists with analyzing and evaluating data and making process changes as needed; records lab results; and updates computer database.

Gains skills and knowledge regarding monitoring and maintaining all treatment processes within the treatment process chain, including includes pump stations, clarification processes, biological processes, chemical feed processes, solids processing processes, and related equipment, etc. 

Gains skills and knowledge regarding monitoring and maintaining the remote transfer pump station and raw pump station.

Gains skills and knowledge regarding collecting, compiling and reviewing environmental and operational data: assists with preparing and interpreting data used for daily process control and regulatory reports; and records and archives statistical data concerning plant operations and plant performance.

Assists with maintaining buildings, facilities and grounds: performs general and routine maintenance duties; assists plant maintenance staff as needed; installs gates; constructs and places bird boxes; plants trees and plants; makes signs; conducts tours; and special projects.

Plant Operator 3,2 & 1:

Monitors plant equipment by inspecting their operation and by observing the plant’s Supervisory Control and Data Acquisition (SCADA) system: adjusts controls and processes, as necessary, for optimum performance; and ensures all plant equipment is maintained in accordance with the manufacturer’s recommendations.

Collects and analyzes wastewater and bio-solids samples, treated effluent, and surface water: analyzes and evaluates data and makes process changes as needed; records lab results; and updates computer database.

Monitors and maintains all treatment processes within the treatment process chain, including includes pump stations, clarification processes, biological processes, chemical feed processes, solids processing processes, wetland flow structures, pond complex levels, treatment wetland cells, and related equipment, etc. 

Monitors and maintains the remote transfer pump station and raw pump station.

Collects, compiles, and reviews environmental and operational data: prepares and interprets data used for daily process control and regulatory reports; and records and archives statistical data concerning plant operations and plant performance.

Maintains buildings, facilities and grounds: performs general and routine maintenance duties; assists plant maintenance staff as needed; conducts tours; and special projects.

Assists in providing other operators with training in all areas of operations.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments: operates and maintains SCADA system, aeration blowers, various pumps and motors, bar screens, grit chambers, clarifiers, odor control systems, chemical feed systems, forklift, and other tools and equipment.

Communicates with supervisor, other CCWA employees, contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Additional Functions:

Performs other related duties as required.

Minimum Qualifications:

Plant Operator 3:

High school Diploma or GED required, supplemented by one year of work experience in any field, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. This is considered a Safety Sensitive position. 

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. Must possess and maintain a valid Georgia Class III Wastewater Treatment Operator certification. 

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position. 

Plant Operator 2:

High school Diploma or GED required, with vocational or technical training in wastewater treatment, natural treatment systems, or a related field; supplemented by two years of experience in operating and maintaining wastewater treatment facilities; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. Must possess and maintain a valid Georgia Class II Wastewater Treatment System Operator certification.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

Plant Operator 1:

High school Diploma or GED required, with vocational or technical training in wastewater treatment, natural treatment systems, or a related field; supplemented by three years of experience in operating and maintaining wastewater treatment facilities; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. Must possess and maintain a valid Georgia Class I Wastewater Treatment System Operator certification.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

ADA Compliance:

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (25-50 pounds of lifting and push/pull force).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, and visual cues or signals.  Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, bright/dim lights, toxic agents, disease, pathogenic substances, or rude/irate customers.
